Quang Ninh Province, home to the UNESCO-listed Ha Long Bay, is taking steps to attract billionaire tourists by identifying and developing exclusive islands and beaches. The province, located in northern Vietnam, aims to tap into the ultra-luxury tourism sector as part of its strategy to draw 19 million visitors in 2024, including 3.5 million international tourists.

Plan to Discover New Luxury Destinations
The Ha Long Bay management board has been tasked with pinpointing seven secluded islands and beach regions, specifically for high-end travelers. Surveys will begin next week to assess potential locations for exclusive tourist experiences. Despite Ha Long Bay's vast number of around 200 sandbanks, currently only Ti Top Island’s beach is open to visitors, leading to overcrowding during peak seasons.

To address this, officials are exploring lesser-known areas of the bay to relieve pressure from popular spots and provide more private, serene spaces for affluent tourists.

Challenges in Beach Development
Last year, the management board proposed opening the Tra San-Cong Do beaches, which feature eight beautiful stretches of sand, some spanning up to 800 square meters. Four of these beaches are accessible year-round, regardless of tides, making them ideal for tourist development. However, the plan stalled due to regulatory and planning challenges, which remain a hurdle for moving forward with similar projects.

Nguyen Thi Hanh, vice chairwoman of Quang Ninh, recently highlighted the importance of accelerating the use of Soi Sim, Hang Co, and Trinh Nu beaches. Additionally, she suggested hosting artistic performances in Ha Long Bay's famous caves, adding another layer of cultural appeal for tourists.

Booming Tourism Figures in Quang Ninh
The province has seen significant growth in tourism this year. In the first nine months of 2024, Quang Ninh welcomed 15.6 million visitors, marking a 20% increase compared to the same period last year and achieving 98% of its target for this timeframe. Revenue from tourism reached VND 37 trillion ($1.49 billion), reflecting a 39% rise year-on-year. Of the total visitors, 2.6 million were international tourists, primarily from key markets such as China, South Korea, India, and France.

Goals for the Final Quarter
For the remainder of the year, Quang Ninh's tourism sector expects to welcome an additional 3.4 million visitors, including 909,000 international tourists. By targeting high-net-worth individuals and luxury travelers, the province hopes to boost its reputation as a world-class travel destination while easing the strain on its more crowded tourist hotspots.
